Symptoms

On : 12.1.3.0.0 version, OSB Core Functionality

After the http protocol is disabled from the weblogic 12c
 
ERROR:ESS-07304 WebService WSDL URL Retrieval Error for request 63586.
•The request has completed and is in a terminal state.
-The job request failed due to System error.
•Request execution resulted in an error
