How To Make OracleTextSearch (OTS) Rebuild Parameters Permanent? (Doc ID 2520551.1)

Goal

After doing the full collection rebuild, the corrective parameter ('SUBSTRING_INDEX') to increase the performance of the pre-fixed wild card searches was removed essentially clearing out the fix.

Is there a way to get OracleTextSearch (OTS) Rebuild Parameter to be part of the core WebCenter Content (WCC) rebuild process so that these steps do not have to be performed after a collection rebuild is completed?
