Webcenter Portal 11.1.1.9.x running ./wlst.sh command ExportFoldersGData() fails with - oracle.stellent.ridc.protocol.ServiceException: Unable to open folder. (Doc ID 2521095.1)

Symptoms

On : 11.1.1.9.x version, Folders_g to FrameworkFolder migration,

From ./wlst.sh run:
  exportFoldersGData()

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Oracle Portal 11.1.1.6 application using custom templates was migrated to Webcenter Portal,
2) In Webcenter Portal 11.1.1.9.x the Folders_g folders need to be migrated to FrameworkFolders required by the 12c upgrade,
3) Run exportFoldersGData() from ./wlst.sh and there is an error in the MigrationDiagnostic.log
     a. PreMigrationData.csv created but next step fails.

The issue has the following business impact:
Due to this issue, users cannot migrate Folders_g to FrameworkFolders and upgrade to Webcenter Portal 12c
