WebCenter Portal 11.1.1.9.x Running ./wlst.sh Command ExportFoldersGData() fails with "oracle.stellent.ridc.protocol.ServiceException: Unable to open folder" (Doc ID 2521095.1)

Symptoms

On WebCenter Portal 11.1.1.9.x version, Folders_g to FrameworkFolder migration

From ./wlst.sh run:
  exportFoldersGData()

ERROR

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Oracle Portal 11.1.1.6 application using custom templates was migrated to WebCenter Portal.
2) In WebCenter Portal 11.1.1.9.x the Folders_g folders need to be migrated to FrameworkFolders required by the 12c upgrade.
3) Run exportFoldersGData() from ./wlst.sh and there is an error in the MigrationDiagnostic.log
     a. PreMigrationData.csv created but next step fails.


BUSINESS IMPACT
-----------------------
Due to this issue, users cannot migrate Folders_g to FrameworkFolders and upgrade to WebCenter Portal 12c.
