CA ACF2 Advance, CA Top Secret Advanced and IBM RACF Advanced 9.1.x Connector with Oracle Identity Governance (OIG) 12.2.1.3.0 Causes TargetInnvoationException On Connect To Gateway

Symptoms
For OIG Mainframe Connectors such as CA ACF2 Advanced, IBM RACF Advanced, or CA Top Secret Advanced with OIG 12.2.1.3.0, with TRACE 32 for com.identityforge logging, we can see that "Principal Password" field is coming as empty, further process will yield a TargetInnvoationException On Connect To the LDAP Gateway:

Recreate Steps:

The issue can be reproduced with the following steps:
1). Configure the OIM Mainframe with an encrypted password to connect to the LDAP Gateway.
2). Start LDAP Gateway.
3). Run any ACF2, RACF or TSS Provision Operation or Scheduled Task
4). End Result:
o - java.lang.reflect.InvocationTargetException and
o - that "Principal Password" field is coming as empty Principal Password = []
o - the message The Adapter Response was "null" may also be seen
