Symptoms

In the process of using TZUpdater Tool 2.2.0 to update the JDK or JRE timezone data to version tzdata2018i, the following exception is thrown, which prevents the timezone from being updated.

Changes

A change in the tzdata that includes negative Daylight Saving Offsets (see bottom of the page).
