On : 12.2.1.3.0 version, BPEL Service Engine

ACTUAL BEHAVIOR

SOA is not returning wsa:action header in response by default

In 12c while sending back the response by default, we are able to see the wsa headers including wsa:action.  However, if there is a value sent in the request for wsa:action it is not captured and returned but the default is sent instead (SOAP Action).
