ACTUAL BEHAVIOR

OSB 12.2.1.3.0 frezze
In OSB/WLS 12.2.1.3, weblogic workmanager is not allocating more active threads to process requests results the requests are queued up and response time increases.
EXPECTED BEHAVIOR
-----------------------
Weblogic should allocate more active threads to process the requests quickly.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Run a load test on OSB proxy service (for eg. 100 threads ).
- Note weblogic will allocate the active threads slowly and en-queues the requests
