WebCenter Portal Builder-Path Field in the Link Section Does Not Allow Relative Path in 12.2.1.3.0 (Doc ID 2546719.1)

Goal

In WebCenter Portal 12.2.1.2.0, a page contains links with the relative path of an URL (example: /webcenter/portal/<PORTAL_NAME>/<PAGE_NAME>).  These links worked without error. 

After patching to 12.2.1.3.0, these url paths no longer work (and new ones cannot be created).  The following message is seen:

Path contains invalid characters. They must begin with http://, or https://, or extapp://, or /oracle, or /connection_name where connection_name refers to the name of the Content Server Connection.  For Link, the path must begin with http:// or https:// or extapp:// and contact your system administrator for the list of valid URLs. For Page Link, the path must begin with /oracle. For Content Item, the path must begin with /connection_name where /connection_name refers to the name of the Content Server Connection.
