In Fusion Middleware Control (EM) selecting OID1 -> ADMINISTRATION -> SERVER PROPERTIES we see the following error:

This error is present for all OID components and also present on the SHARED PROPERTIES page

This environment was upgraded from 11.1.1.9.x to 12.2.1.3.x
