Blank Search to Track All Requests For Help Desk Admins

For a user with "OrclOIMUserHelpDesk" admin, on Track request page, select "For a user" option and perform a blank search. There are no results returned.
The Help Desk Users must be able to view all these requests, belonging to everyone, so they can report, see which approvals are pending in the whole
organization, and follow up with the approver.
