On : Oracle Access Manager 12c (OAM 12.2.1.3)
ACTUAL BEHAVIOR
---------------
OAM 12c with MDC Setup goes into infinite loop when testing failover cases to force authorization to a different DC.
EXPECTED BEHAVIOR
-----------------------
OAM 12c with MDC setup should not go into infinite loop when authentication is done at one DC and authorization happens in another DC.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup OAM MDC
2. For authorization to happen in a different DC to the original DC where user authenticated.

The issue has the following business impact:
