12c SOA Folder Missing After Restart (Doc ID 2554056.1)

Goal

What after applying Patch 29521081: SOA Bundle Patch 12.2.1.3.0(ID:190321.0222.0085) any new SOA folders that are created disappear from the EM console after the server is restarted. Any composites that had been deployed are in an unknown state and have to be redeployed.
