Site Studio Content shows Blank Page After Applying WebCenter Portal Bundle Patch 11.1.1.9.190115 (Doc ID 2554253.1)

Symptoms

After applying the latest WebCenter Portal (WCP) Bundle Patch 11.1.1.9.190115, loading Site Studio content in WCP during self registration displays a blank page.
This is incorrect and it should display the Site Studio content. 

Errors in the WC_Spaces-diagnostic.log file shows:
