APEX Cannot Access BI Publisher Via HTTPS (Doc ID 2555533.1)

Symptoms

When attempting to reach the Print Server using HTTPS the following error occurs.

ERROR
-----------------------
ORA-20001: The printing engine could not be reached because either the URL specified is incorrect or a proxy URL needs to be specified.

STEPS
-----------------------
1. Configure APEX Instance Settings to use Print Server BI Publisher.
2. Test Print with HTTP (no SSL) and it works.
3. Test Print with HTTPS port, it fails with error above.
