"OPatch failed with error code = 73" Patch Conflict Applying Bundle Patch on Previously Patched ODI 12.2.1.3.0 Environment (Doc ID 2556953.1)

Symptoms

When attempting to apply Oracle Data Integrator (ODI) bundle patch in an environment where an older bundle patch is already installed, there are patch conflicts found. The conflicts are incorrect since the bug fixes are included in both releases.

The issue is specific to the environment. There are some environments with the same ODI version, however, no conflicts are reported.

Below is an extract of the error seen:

Following patches have conflicts: [ 26669648 29205229 ]
Use the MOS Patch Conflict Checker
"https://support.oracle.com/epmos/faces/PatchConflictCheck" to resolve.

UtilSession failed: Inter-conflict checking failed in apply incoming patches
Log file location:
$ORACLE_HOME\cfgtoollogs\opatch\opatch<DATE>.log
OPatch failed with error code = 73

The issue can be reproduced at will with the following steps:
1 - Open command prompt
2 - Run the following command:
<ORACLE_HOME>\OPatch\opatch apply

The error is then displayed.
