"connection.ping() - java.net.SocketException: Connection reset" Error occurs at Content UI Login (Doc ID 2558830.1)

Symptoms

When logging into the Webcenter Content UI, this error appears: Error: system failure occurred. Contact your site administrator.

In the Content UI log, you have this error in particular:
