On WebLogic Server (WLS) 12.2.1.3 with JD Edwards 9.2.3.3 on a windows environment after performing an Opatch upgrade, wlst is not working

Error seen is as follows when invoking WLST.

Opatch was upgraded to 13.9.4.0 in order to apply the latest PSU
