Symptoms
ISSUE

On fresh install of WCC 12.2.1.3 with Bundle Patch 28928412 users cannot pass any query parameters in IE 11 with Trays.
Functionality was working before patch was installed.
ERROR

None, user sees the HOME_PAGE as opposed to DOC_INFO
STEPS TO REPLICATE
-----------------------
Pre-requisites: Content item existing & user has been setup with Trays.
1. Open WCC Url to main page
1a. If needed, login
2. Find a DOC_INFO link via search of other manner. Copy the address
3. Paste in the URL into the navigation
4. Notice the page
Expected: User sees the DOC_INFO page
Actual: User sees the HOME_PAGE
