WebLogic 10.3.6 Fails To Start After Removing Older Patch Set Update PSU And Issue Persists After Applying More Recent PSU (Doc ID 2562161.1)

Symptoms

After removing WebLogic Server 10.3.6.0.181016 PSU GENM in order to install recent PSU, server does not start and fails with:
