Oracle Access Manager 12c (OAM 12.2.1.3.x) How to Create a Web Client With Access to Allow Scopes for Oauth Service?

OAM 11.1.2.3.x there is check box when creating a client to "Allow access to all scopes"
access to all scopes.

Where is this option in OAM 12C, there is no such option like there is in OAM 11g?
