Oracle Access Manager 12c (OAM 12.2.1.3.x) Authentication Hangs when Protected Resource is Accessed - Error The Site Can't be Reached

Oracle Webgate for Microsoft Internet Information Services 11.1.2.3.0
No related errors in the OAM server or WebGate logs ... shows successful communication between the WebGate and the OAM managed server
Calling the OAM login page directly https://<HOSTNAME.DOAMIN:PORT>/oam/pages/login.jsp (the default login page) encountered the same result
Calling the same protected resource from another Desktop there is no issue
HTTP header trace shows a call to the resource and then redirects to /oam/server/obrareq.cgi

Steps to Reproduce

1. Open a new browser session and call the protected resource

2. Nothing Happens (spins/hangs with no response) and the following error is returned after some time:
