Unable to Consume more than 3-5 Messages after WebLogic Server Upgrade from 10.3.5 to 10.3.6 (Doc ID 2567011.1)

Symptoms

On Oracle Service Bus (OSB) 11.1.1.9/WebLogic Server (WLS) 10.3.6, on a single domain.
Messages are received from a third party component and are put in the queue. These messages are consumed by the OSB proxy service and after some validation, they are put back into other queue which resides on the same domain.

Issue observed is as follows: When about 3 -5 messages pumped in, messages are consumed without an issue; however, after increase the load to 8 messages, some messages
are stuck in queue with "receive transaction" state. All the messages are in the Pending state. Even after enabling JMS and JTA debugs, no apparent errors were seen in the logs. However, debug logs did show that the messages are being received by the OSB proxy. For example, see the following lines

 OSB was upgraded from 11.1.1.5 to 11.1.1.9 and in turn WLS was upgraded from 10.3.5 to 10.3.6 with latest WLS PSU
