Sites Explorer Fails To Connect with Error "Unable to read catalog "RTInfo" from server"

Customer tried the below, but it didn't work.

Customer should be able to connect to SitesExplorer

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open SitesExplorer
2. Provide username/password
3. Customer sees "Unable to read catalog "RTInfo" from server"

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot connect to SitesExplorer.
