Symptoms

Forms Reports 12.2.1.3 Oracle Database 12.1.0.2 Windows 2012 R2 

Checked: C:\Oracle\Middleware\Oracle_Home\Bin\NETCA.bat

1. use command: C:\Oracle\Middleware\Oracle_Home\bin\launch.exe "C:\Oracle\Middleware\Oracle_Home\network\tools" ..\network\tools\netmgr.cl
failed to start net manager.

2. Also failed to start from Start-Programs-Oracle--OracleHome1--Configuration Migration Tools--Net Manager
