"Encountered unrecognized patch ID" Failures When Trying to Deinstall a Patch Using BSU (Doc ID 2573901.1)

Oracle WebLogic Server - Version 10.3.6 and later
Information in this document applies to any platform.

Symptoms

A patch is installed with BSU command as below without any error:
./bsu.sh -prod_dir=<WL_HOME> -patch_download_dir=<download dir of patch> -patchlist=<patchID> -verbose -install

However, when trying to view the applied patches with command below, the patch does not apear on the list:
./bsu.sh -prod_dir=<WL_HOME> -status=applied -verbose -view

And if trying to deinstall the patch with BSU command (./bsu.SH -remove -patchlist=<PATCH_ID> -prod_dir=<WL_HOME> -profile -verbose), it will show following error:
Encountered unrecognized patch ID: xxxx
