APEX 19.1 Interactive Grid Shows Empty Value for Built-in Variable APP_USER (Doc ID 2574636.1)

Goal

After upgrading APEX from 18.1 to 19.1,

the built-in substitution string "APP_USER" is not filled with the correct value, when it is referenced in interactive grids as "&APP_USER." , "V('APP_USER')" or ":APP_USER".

Instead an empty string is got as value.

The issue DOESN'T OCCUR in version 18.1

The issue OCCURS in version 19.1

How do we get the value of "APP_USER" in interactive grid ?
