Messages remaining in "DELIVERY_TO_CLIENT_PENDING" state (Doc ID 2580088.1)

Symptoms

1. Mail ids were getting de-registered from the access points of Applications.
2. After the rolling bounce of servers the access points are coming back and the mails are being received.
But few requests are getting stuck at pending status and not progressing further.

The email messages remain in this status:
Status Code DELIVERY_TO_CLIENT_PENDING
