Exalogic Virtual: Starting/Creating vServer From EMOC Fails With "unexpected end of block data" Error (Doc ID 2581123.1)

Symptoms

On Exalogic Virtual 2.0.6.3.180116, when attempting to create or starte a vServer with large memory from EMOC, such as 32GB, we can see the following error in the EMOC job log. While if creating/starting a vServer with less memory, such as 8 GB, there is no issue.

This issue is not specific to Exalogic Virtual release and can happen on other Exalogic Virtual releases as well.
