GGSCI Fails To Run On Windows Server 2016 With Missing MSVCR120.dll Error (Doc ID 2584593.1)

Symptoms

Using binaries in 123016_ggs_Windows_x64_MSSQL_64bit_CDC.zip on Windows Server 2016 Enterprise Edition. When running GGSCI.exe the message is

"The program can't start because MSVCR120.dll is missing from your computer. Try reinstalling the program to fix this problem."

"Cause: The required Visual C++ 2013 Redistributable package is not installed.
Solution: Download and InstallVisual C++ 2013 Redistributable Package". Visual C++ 2013 Redistributable Package is already installed. Please help determine reason for this message when "Visual C++ 2013 Redistributable Package" is already installed.
