Symptoms

On OAM 11.1.2.3 BP18 (11.1.2.3.190209, patch 29347961) end_url parameters are converted to all lower case during federated logout.  This may result in an HTTP 404 Page Not Found in the browser during logout if the end_url contains upper case characters.
