Unable to edit the Role Membership Rule since some condition is invisible (Doc ID 2586452.1)

Symptoms

Create a role, add a membership rule. Add at least 14 conditions to that rule. Be sure to apply, and approve changes. Then return to that same role and rule and attempt to edit. The first condition is invisible.
