OHS 12c Fails to Start with Syntax Error in httpd.conf After OAM WebGate Configured (Doc ID 2587461.1)

Symptoms

After installing Oracle HTTP Server (OHS) 12c and configuring the Oracle Access Manager (OAM) WebGate, the OHS instance fails to start with a syntax error, similar to the following:

<2019-09-09 15:27:14> <INFO> <OHS-0> <httpd.exe: Syntax error on line 1094 of <OHS DOMAIN_HOME>\config\fmwconfig\components\OHS\instances\<OHS Instance Name>/httpd.conf: Syntax error on line 4 of <OHS DOMAIN_HOME>\config\fmwconfig\components\OHS\instances\<OHS Instance Name>/webgate.conf: Cannot load <some path other than OHS ORACLE_HOME>/webgate/ohs/lib/webgate.dll into server: The specified procedure could not be found.  >

The file in the failure could also be webgate.cgi rather than webgate.dll, if the environment is Linux or Solaris.
