Symptoms

After installing Oracle HTTP Server (OHS) 12c and configuring the Oracle Access Manager (OAM) WebGate, the OHS instance fails to start with a syntax error, similar to the following:

<2019-09-09 15:27:14> <INFO> <OHS-4018> <Starting server <OHS Instance Name>>
<2019-09-09 15:27:14> <INFO> <OHS-0> <Running <OHS ORACLE_HOME>\ohs\bin\launch.exe <OHS ORACLE_HOME>\ohs\bin\httpd.exe -DOHS_MPM_WINNT -d <OHS DOMAIN_HOME>/config/fmwconfig/components/OHS/instances/<OHS Instance Name> -f <OHS DOMAIN_HOME>\config\fmwconfig\components\OHS\instances\<OHS Instance Name>\httpd.conf>
<2019-09-09 15:27:14> <INFO> <OHS-0> <httpd.exe: Syntax error on line 1094 of <OHS DOMAIN_HOME>\config\fmwconfig\components\OHS\instances\<OHS Instance Name>/httpd.conf: Syntax error on line 4 of <OHS DOMAIN_HOME>\config\fmwconfig\components\OHS\instances\<OHS Instance Name>/webgate.conf: Cannot load <some path other than OHS ORACLE_HOME>/webgate/ohs/lib/webgate.dll into server: The specified procedure could not be found.  >
<2019-09-09 15:27:15> <SEVERE> <OHS-0> <<OHS Instance Name>\httpd.conf: exit status = 1>

The file in the failure could also be webgate.cgi rather than webgate.dll, if the environment is Linux or Solaris.
