Requests Are Still Forwarded To Backend WLS server That Are Marked As Bad By mod_wl_ohs (Doc ID 2587629.1)

Symptoms

mod_wl_ohs continue to forward requests to backend WLS server that were already marked as bad causing delay in requests being processed.
Following are excepts recorded in ohs debug log

 WLS Server on port 7003 is marked as bad by PID_1, but requests were still forwarded to same bad server by PID_2
