Symptoms
On : 12.2.1.3.0 version
Background:
This Weblogic & FMW 12c Forms & Reports environment was installed and configured successfully. The Oracle FMW11gR1 Forms & Reports Application was recompiled and migrated to a new FMW12c environment.
The environment was broken after an ungraceful shutdown of the FMW12c Host server.
Some modifications may have been made without shutting down the managed servers first.
When trying to start or stop the Managed Server. Then the following error pops up: "The Server <Server-Name> is in an incompatible state"
Couldn't open file ... <Server-Name>.out
