ECE Coherence Federated Cluster May End Up In A High CPU Usage Busy Loop During A ReplicateAll Operation (Doc ID 2594541.1)

Symptoms

Customer has reported that in an ECE environment Out-Of-The-Box ECE provided replicateAll operation invocation might end up in a high CPU usage busy loop. It is a regression from the fix for Bug 29344441, the DestinationController FSM thread can go into a CPU busy loop waiting on the destination cluster to ack the sync request. This CPU busy loop can last for minutes if the sync request is large and/or the destination cluster is busy.
