Capture Email Import Processor Is Creating Duplicate Batches Locked to Capture Server Containing Zero Documents (Doc ID 2595483.1)

Symptoms

WebCenter Enterprise Capture is duplicating batches.  These batches are locked by the Capture server, contain no valid documents.  Due to this issue, it is necessary to cleanup locked empty batches daily so they are not in a user's client.
