Unable To Edit a WebCenter Portal Page Due to Another User Keeping the Lock Even When the Other User Is No longer Logged In to WebCenter Portal or After Managed Server Restart

Symptoms
ACTUAL BEHAVIOR
Unable to edit a portal page.
When attempting to edit the page, any of the following behavior can occur:
- The page spins and nothing happens.
- Can't select the page.
- Sometimes this message is seen:
This Page is Locked by <another_userid>
If having page drafts enabled you can see the following message:
- Being edited by <another_userid>
Some other facts:
- It s noted that the other user is no longer logged in to WebCenter Portal.
- Restarting the Portal managed server doens't remove the lock.
- An administrator user with moderator rights to the portal is unable to take over/delete the page draft.
EXPECTED BEHAVIOR
Expect being able to delete the page draft.
STEPS
The issue can be reproduced at will with the following steps:
- Connect to WebCenter Portal.
- Go to the Portal and try to edit the page.
Here you will see you can't edit the page.
You could also see this message:
This Page is Locked by <another_userid> - If Page Drafts is enabled select the Page Drafts.
Here you will see this message:
Being edited by <another_userid>
