EBS Connector Throwing Error PLS-00201 and Hangs when running EBS UM Target Incremental User Recon (Doc ID 2603886.1)

Symptoms

On : 11.1.1.5.0 version, Oracle Connectors - Others

EBS connector throwing a error and hangs when running the EBS UM Target Incremental User Reconciliation job.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have the EBS UM connector installed, with no HRMS Connector, (target EBS is v. 12.2.6)
2. Run the EBS UM Target Incremental User Reconciliation job
3. See the error in the logs and no recon events get created
4. Run the full recon with a filter and see that it works fine
