Oracle Access Manager 12c (OAM 12.1.Access Token Authentication Failed For OWSM "WSM-00373:JWT Audience Claim"

Protected rest services with owsm policies.
Rest service is accessible using Basic Authentication, however with Access Token, it fails to authenticate.
