Symptoms
In Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3)/OIM(OIG) integrated environment, new user first time login goes to OAM change password page (/oam/pages/pswd.jsp). New user first time login should go to OIM (/identity/faces/firstlogin) to change password and set challenge questions.
The issue can be reproduced at will with the following steps:
1. Create new user
2. login to protected resource with new user credentials
