Federation Cluster Site Stopped Responding After Reboot Of the Remote Site In 12.2.1.2.x Version (Doc ID 2606402.1)

Symptoms

Customer has reported that they have a Federated coherence implementation using two Sites, Site 1 having 6 Machines (two cache servers running on each machine) and Site 2 having 3 Machines(two cache servers running on each machine). Due to SOA Infra issue, they had to reboot all the machines in Site 2, after reboot of machines and restarting the cache servers. It observed that all the cache servers stopped responding in the Site 1. This caused production outage. Had to restart all cache servers in Site 1 to fix the issue.
