OSB configjar misses files when building an export jar

When using the OSB configjar command to build an sbconfig JAR file from files on the file system (rather than via exporting from a running OSB server) you see not all the files included in it as expected.

For example, 1 OSB project with multiple folders in it. In the settings file, you are limiting the JAR contents to just one of those folders and all of its subfolders and resources (proxy services, business services, etc.). The JAR file being generated only contains a subset of the files you expected it to package up.
