NullPointerException Error Running Pre-Upgrade Report Due to Custom Applications (Doc ID 2608294.1)

Running OIG 12cPS4 pre-upgrade utility( or generatePreUpgradeReport.bat) on OIG 12cPS3 fails with an error when there are custom apps deployed.

If there are no custom apps,the generation of pre-upgrade reports works fine.


Steps To Reproduce The Issue:


The issue can be reproduced with the following steps:
1. Deploy any custom app in the same domain as OIM leaving staging mode empty
2. Run the preupgrade utility( or generatePreUpgradeReport.bat)
3. See the error above
