NullPointerException Error Running 12.2.1.4/12cPS4 Pre-Upgrade Report Due to Custom Applications (Doc ID 2608294.1)

Symptoms

Running OIG 12cPS4 pre-upgrade utility(generatePreUpgradeReport.sh or generatePreUpgradeReport.bat) on OIG 12cPS3 fails with an error when there are custom apps deployed.

If there are no custom apps,the generation of pre-upgrade reports works fine.

Steps To Reproduce The Issue:

The issue can be reproduced with the following steps:
1. Deploy any custom app in the same domain as OIM leaving staging mode empty
2. Run the preupgrade utility(generatePreUpgradeReport.sh or generatePreUpgradeReport.bat)
3. See the error above
