Oracle Identity Governance (OIG) 12c: Error "CFGFWK-64056" When Adding Templates For Configuring And Updating OIG Domain in Using "idmquickstart" (Doc ID 2609162.1)

Goal

 Installed Oracle Identity Governance 12.2.1.4 Using Quickstart Installer.  Then created Database Schemas.  The next step is Configuring and Updating the Oracle Identity Governance Domain.

During the configuration of OIG 12.2.1.4 domain at step Selecting the Configuration Templates for Oracle Identity Manager, one does not see 'Oracle SOA Suite' in the available templates.  This template used to be there in earlier version such as OIG 12.2.1.3.

So selected 'Oracle SOA Suite Reference Configuration (soa)' along with 'Oracle Identity Manager (idm)' but this leads to the following error:
