Cannot Open An Encrypted Wallet By OPMN, Enable It As SSO Wallet. (Doc ID 2609233.1)

Symptoms

On 11.1.1.7 Forms and Reports installation.

Successfully created a new wallet using FMW Control and when trying to use that new Wallet, OHS fails with following error messages

Attempted to start up OHS but it won't start, got the following error in ohs1.log

Server <hostname:port> : Cannot open an encrypted wallet file:<WALLET LOCATION> while process is managed by OPMN. Enable it as SSO wallet

Verified the wallet and looks to be fine with all certs properly imported.
