Oracle Access Manager 12c (OAM 12.2.1.3.x) Error "HTTP 404-The requested URL /obrar.cgi/ was not found on this server"

Background

Wanted to protect specific OHS Context URLs instead of all contexts as it is by default in order to reduce performance issues.
Using DCC-ECC separate WebGates and after implementing this, we are getting "The requested URL /obrar.cgi/ was not found on this server."
Within webgate.conf, commented out the lines below
