ORA-00904 occurs when we access an application builder menu with non-English (example: Japanese).

Error message details:
ORA-00904: "D"."APP_BUILDER_ICON_NAME": invalid identifier

- Installed the NLS script under <APEX DIRECROTY>/apex/builder/<lang>.
- Displayed the APEX page as non-English language.
