WLST updateApplication() Fails to Deploy the New Application File (Doc ID 2622211.1)

Symptoms

On Weblogic 10.3.6 and later Versions , WLST is unable to update the application files. When trying to update the application through WLST  updateApplication command, it errors out with below error:
