APEX - ORA-12012: Error On Auto Execute Of Job "APEX_190200"."ORACLE_APEX_DICTIONARY_CACHE" (Doc ID 2622827.1)

Symptoms

On : APEX 19.2 version, Administration

Once a day the following error occurs in the Database alert log.

ERROR

ORA-12012: error on auto execute of job "APEX_190200"."ORACLE_APEX_DICTIONARY_CACHE"
ORA-06564: object <object_name> does not exist
ORA-06512: at "APEX_190200.WWV_FLOW_DYNAMIC_EXEC", line 1709
ORA-06512: at "APEX_190200.WWV_DICTIONARY_CACHE_DEV", line 1516
ORA-06512: at "APEX_190200.WWV_DICTIONARY_CACHE_DEV", line 2086
....

Also below one has been seen:

ORA-12012: error on auto execute of job "APEX_190200"."ORACLE_APEX_DICTIONARY_CACHE"
ORA-29913: error in executing ODCIEXTTABLEOPEN callout
ORA-29400: data cartridge error
KUP-04040: file <FILENAME> in <DIRECTORY> not found
ORA-06512: at "APEX_190200.WWV_FLOW_DYNAMIC_EXEC", line 1709
ORA-06512: at "APEX_190200.WWV_DICTIONARY_CACHE_DEV", line 1516

OR the below error when some PSE (from before Dec 18,2019 ) has been applied

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade APEX to 19.2 or Apply PSE patch to the DB.
2. Review the DB alert logs
