In Exalogic Virtual racks, issue of new vServer creation from EMOC failing at FabricCRUDTask when creating VLAN is observed.

Below is error message seen in EMOC job log at the time of the issue.

Creating new EoIB network and creating the VM for the first time using the newly created EoIB network.
